Volibear's last set of nerfs were effective at hitting jungle harder than top, but ended up a bit over the line still. We're aiming to make laning a bit more satisfying for top Volibear with mana changes, and still trying to open up some bruiser builds so it's not always wizard bear.

We're happy that Volibear is seeing action at all levels with a new build as our signature garage sale enjoyer, but we want to make sure he's a little less overBearing, primarily in jungle. We're targeting his main build path's Q max burst without changing how it feels to get into combat, as well as his clear speed so that he has to work a little harder to show up to fights, and compensating with some AD ratio for anyone who's gotten a good deal on a Triforce or Gunblade recently.

Volibear's last patch succeeded in addressing his jungle-vs-top gap but left him a little weaker than we wanted across both roles. We're here to deliver him some more power to our favorite Zilean-hating demigod. We chose attack damage here to ensure that as a moderate-mobility melee champion, his attacks are appropriately threatening

As the dust has settled from Volibear’s recent changes, his AD and AP builds are much closer in power and we believe jungle Volibear to be appropriately strong. That said, top lane Volibear is currently quite weak. To help him out we’re delivering some changes that’re intended to keep jungle Voli at about the same power level but substantially buff up top lane.

Volibear's been one of the strongest junglers in solo queue for a while now, so in this patch we're looking to bring his (ability) power down a notch. His ability to synergize with cooldown reduction has allowed him to sustain through most situations while still dealing a respectable amount of DPS. We're okay with his sustain, but to bring his DPS down just a tad we're hitting his AP ratios which should weaken some of his most popular builds while leaving his AD builds untouched.

The Relentless Storm (Innate)
- Innate: Volibear gains 1 stack of The Relentless Storm whenever he damages an enemy with basic attack on-hit and abilities, up to a maximum of 5. The Relentless Storm lasts for 6 seconds, refreshing whenever Volibear gains a stack. At maximum stacks, he gains Lightning Claws.
- The Relentless Storm: Volibear gains 5% bonus attack speed per stack, up to 25% bonus attack speed.
- Lightning Claws: Volibear's claws ignite with lightning, causing his basic attacks on-hit to deal 11 to 60 (based on level) (+ 40% AP) bonus magic damage to the target and the closest sight enemy within 450 units of the target, chaining up to 4 subsequent targets.
- Effect Radius: 450.
Thundering Smash (Q)
- Active: Volibear drops on all fours, becoming ghosting and gaining 10/15/20/25/30% bonus movement speed for 4 seconds, doubled when moving towards sight enemy champions.
- While active, Volibear's next basic attack within the duration dash on the target, deals 20/40/60/80/100 (+ 120% bonus AD) bonus physical damage, and stun the target for 1 second.
- If Volibear becomes immobilize while Thundering Smash is active, the effect ends prematurely and the cooldown is reset.
- Thundering Smash basic attack reset Volibear's basic attack timer, benefits from life steal and is affected by critical strike modifiers.
- Mana Cost: 50.
- Cooldown: 14/13/12/11/10 seconds.
Frenzied Maul (W)
- Active: Volibear strikes the target enemy, dealing 10/35/60/85/110 (+ 100% AD) (+ 6% of his bonus health) physical damage, applying on-hit effects, and Wounding them for 8 seconds.
- If Frenzied Maul targets a Wounded enemy, Volibear bites the target, dealing 50% increased damage and healing himself for 20/35/50/65/80 (+ 8/10/12/14/16% of his missing health). The heal is halved against minions.
- Frenzied Maul also benefits from life steal.
- Mana Cost: 30/35/40/45/50.
- Cooldown: 5 seconds.
- Target Range: 325 / 350.
- Cast Time: 0.25 seconds.
Sky Splitter (E)
- Active: Volibear summons a lightning bolt to strike at the target location after a 2-second delay. Enemies can see the cast location indicator after a 1-second delay. If Volibear is within the lightning strike, he shields himself for 15% of his maximum health (+ 80% AP) for 3 seconds.
- The lightning bolt deals 60/90/120/150/180 (+ 80% AP) (+ 7/8.5/10/11.5/13% of target's maximum health) magic damage to all enemies struck, capped at 100/200/300/400/500 against non-champions, slow them by 40% for 2 seconds, and grants sight of the area for X seconds.
- Mana Cost: 60.
- Cooldown: 15 seconds.
- Target Range: 1200.
- Effect Radius: 325 / 425.
Stormbringer (R)
- Active: Volibear gains Stormbringer for 12 seconds and dash to the target location with cc-immune as well as granting sight of the area in a 500 radius during it. If Thundering Smash is active when Stormbringer is cast, its duration is refreshed.
- Stormbringer: Volibear becomes ghosted and gains 200/400/600 bonus health, 50 bonus attack range, 25 increased range on Frenzied Maul, and 25% increased size.
- Volibear impacts after a 1-second delay, slow all enemies in an area by 50%, decaying over 1 second. Enemies in the epicenter are also dealt 250/475/700 (+ 250% bonus AD) (+ 125% AP) physical damage.
- Volibear also disables enemy turrets in an area for 2/4/6 seconds, dealing them the same physical damage.
- Stormbringer will cast at max range if cast beyond that.
- Mana Cost: 100.
- Cooldown: 160/140/120 seconds.

Volibear was both an extremely powerful duelist as well as an almost guaranteed initiator for early skirmishes. In order to preserve his presence as a threatening fighter, these changes instead reduce Volibear's ability to force engagements early on.

Volibear's base attack speed was below average for an attack-based melee champion. This change helps address this deficiency and helps him clear the jungle.
