Slaps roof We can fit so many Arcane champs in this patch. Heimerdinger's been performing worse in the new season and he was balanced before then, so we're here to return him to his former glory. We know top lane Heimer can feel suffocating when his turrets are all setup, so we're looking to re-buff him in ways that allow him to be proactive instead of turtling.

Every 12 seconds (reduced by cooldown reduction), it will fire a laser beam that tears through all enemies in a line, dealing 50/75/100/125/150 (+ 50% AP) magic damage to each. Turrets will prioritize Heimerdinger's targets and enemies attacking him.
- Turrets deal 50% damage to enemy lane towers and deactivate after 8 seconds of Heimerdinger leaving their area (1000 units) or dying. Heimerdinger can stock up to 1/1/2/2/3 H-28G Evolution Turret charges and have up to 3 turrets deployed at any point, with the oldest one despawning upon a new one above the limit being deployed.

- H-28Q Apex Turret - Active: Heimerdinger constructs an improved turret model that lasts for 8 seconds and slows enemies hit by 25% for 2 seconds with its attacks. The Apex turret has 1250 health, 1.05 attack speed and 600 attack range. Its cannon attacks deal 90/110/130 (+ 33% AP) magic damage and its beam attacks deal 225/300/375 (+ 80% AP) magic damage. Both attacks will additionally splash in a small area around their primary target, dealing the same damage. The Apex turret's beam cooldown is halved to 6 seconds.
- Deployed H-28Q Apex Turrets do not count toward H-28G Evolution Turrets' limit (nor consume a charge).
- Hextech Rocket Swarm - Active: Heimerdinger unleashes 4 waves of 5 rockets in quick succession; each rocket damages the first enemy it hits. Targets take 135/180/225 (+ 45% AP) magic damage from the first rocket that hits them, 28/39/49 (+ 12% AP) from the second to fifth rocket that hits them and 16.8/23.4/29.4 (+ 6% AP) from every subsequent rocket that hits them. Against minions, each subsequent rocket deals the initial damage again.
- CH-3X Lightning Grenade - Active: Heimerdinger hurls a massive grenade, which bounces 3 times in the cast direction to deal 150/200/250 (+ 60% AP) magic damage. Both the slow and stun area are larger, and the stun lasts 1.5 seconds instead.

Though these aren't all the Heimerdinger changes we'd eventually like to do, these are some quality of life adjustments that should help smooth out Heimer's current gameplay.

- Heimerdinger fires a number of champion seeking missiles that randomly target champions within range.
CH-1 Concussion Grenade (E)
- Heimerdinger lobs a grenade at a location, dealing damage to enemy units and structures, as well as stunning anyone directly hit and blinding nearby units.
UPGRADE!!! (Ultimate)
- Passive: cooldown reduction.
- Active: Target an Evolution Turret to heal it, double its attack speed for 10 seconds, add 200 health, 10 damage, 10 armor, and upgrade it to:
- Level 2: Ur'Anium Rounds - Basic attacks reduce armor & magic resist by 1.
- Level 3: Explosive Cartridges - Basic attacks deal AoE damage.
