Radiant Volley
- Bug Fix: Fixed a bug that caused it to go on cooldown after blocking Stretching Strikes with Rebuttal.
Mel’s recent update and follow-up balance work has succeeded in creating more counterplay and thus reducing her frustration and ban rate with a similar win rate to the preceding patches. With the initial dust now settled, it’s time to bring her up to a more reasonable power level. We’re looking toward her proactive damage, especially with champion level, to skew these buffs strongly toward the mid lane. We’re also sliding in a small compensation to her passive’s minion mod in order to not push her Q-driven wave clear any higher than it already is.

- Base damage per explosion increased to 5/7/9/11/13 from 5/6/7/8/9.
Golden Eclipse
- Base damage increased to 125/200/275 from 100/150/200.
This changelist is intended to help lower player frustration while playing against Mel through opening up additional counterplay opportunities for opponents beyond the ban button. One big change we have is changing her reflect damage immunity to a shield which will ensure when Fizz successfully lands his ultimate she no longer completely negates the damage with a late W. We also want to make sure when you're laning against her that you can see her Q coming and dodge out of the way at long ranges like many spammable projectile spells. Both her Q and E should now be more visually clear (thus easier to dodge) and we've reduced some of the power from her reflect in some situations where her reflections resulted in unexpectedly high damage. While we believe that champion agency can yield frustrating interactions, we also believe there should be avenues for counterplay to balance that out. Frankly, we underestimated how frustrating the play-against experience for Mel would be and are aiming to improve that with this change list. And for players looking to play Mel we want her to be playable more consistently after the ban phase while making sure her core gameplay that her players have come to love isn't lost. Our goals with these changes are that more players feel they can outplay Mel in ways that match their expectations, and that Mel players can feel more skillful and that their success is a result of that skill. We expect that there will continue to be players whose main champions are highly impacted by Mel's reflection that may continue to prioritize her as a ban, but we're targeting to get her out of must-ban territory for many players.

Searing Brilliance
- Projectile base damage reduced to 8 to 25 (based on level) from 8 to 50 (based on level).
- Projectile AP ratio reduced to 3% AP from 5% AP.
- Removed: Overwhelm's marker is no longer displayed against non-champions.
- Bug Fix: Overwhelm is no longer consumed against champion pets if the attack is unempowered.
- Reduced the visual clutter by no longer displaying the passive mark on non-champions for enemies.
- Bug Fix: Fixed certain champion spawned units dying to Overwhelm from an unempowered basic attack.
- Bug Fix: Fixed an issue where she could destroy Dark Procession with a single basic attack.

Rebuttal
- Removed: No longer grants invulnerability to non-turret damage for the duration of reflection.
- New Effect: Now shields her for 80/110/140/170/200 (+ 60% AP) damage for the duration of reflection.
- New Effect: Reflected damage from physical damage spells is now reduced to 70% before converting to magic damage.
- New Effect: Now destroys projectiles that target each unit in an area instead of reflecting them when those projectiles aren't targeting Mel such as Death Lotus or Spell Flux.
- Bonus movement speed duration increased to 1.5 seconds from 0.75.

Solar Snare
- Orb radius reduced to 70 units from 80.

Golden Eclipse
- Active per-stack AP ratio increased to 4% AP from 3.5% AP.
While not mathematically overpowered, Mel has solidified herself as the most frustrating champion to face in League, which is a deeper problem than just numbers. In the short term we're delivering a direct nerf that will still allow dedicated mains to win an appropriate number of games, but will make her suboptimal for inexperienced players. As for our changes themselves, we're going after how inescapable her E can feel to play against. In the longer term, we have some larger work planned for early next year with more significant changes aimed at returning her to a more appropriate power level while also making her feel more fair to play against for her opponents.

We're glad that Mel is a viable mid laner (shoutout League's GOAT for raising awareness!). However, she's also proven to be one of League's most frustrating champions, which we're looking to alleviate. Her passive buffs that required her to take on more risk were successful in our eyes, so we're headed back to that. To continue to expose her to more risk, we're weakening Solar Snare's lockdown and self-peel potential. We know she's still got such sharp interactions that she'll still sport one of League's highest ban rates, but we hope this adjustment will be roughly power-neutral and frustration-reducing.

Mel is statistically very weak and even though she sports a rather high ban rate, that doesn’t mean she has to be quite so underpowered for her player base. We’re playing up high-skill applications of her offensive output in order to bring her up in higher MMRs, where she performs much worse.

Rebuttal
- Bug Fix: Reflecting a damaging ability that subsequently last hits an Elemental Drake no longer unintentionally causes her own Oceanic Will buff to duplicate and activate multiple times automatically for the remainder of the game, ignoring its normal timer.
- Bug Fix: Reflecting any damaging ability at any point no longer allows her own Ocean Dragon Soul buff to trigger multiple times, once for each damage instance received during the effect, ignoring its normal lockout.
Rebuttal
- Bug Fix: After reflecting Fear Beyond Death missile and affecting the initial target with the effect, casting Golden Eclipse within Fear Beyond Death's mark's duration no longer causes Mel to fail to cast Golden Eclipse and repeatedly expend its mana over the remaining mark duration.
- Bug Fix: No longer fails to reflect Sleepy Trouble Bubble shortly after being hit by her basic attack or More Sparkles! attack.
General
- Bug Fix: Restored VO for various events.
Searing Brilliance
- Bug Fix: Damaging and killing an ally with any number of projectiles via an empowered attack while under the effects of Hostile Takeover no longer incorrectly credits Mel for the kill instead of Hostile Takeover's user.

Searing Brilliance - Innate
- Innate: Mel's damaging basic attacks and abilities apply a stack of Overwhelm to enemies for 5 seconds, refreshing on subsequent applications and stacking infinitely.
- Overwhelm: Store 50/65/80/95 (based on Golden Eclipse's rank) (+ 25% AP) magic damage on the affected enemy with the first stack, reduced to 60% against minions. For each stack, store an additional 2/3/4/5 (based on Golden Eclipse's rank) (+ 0.75% AP) magic damage on the target. If the total post-mitigation damage stored would deal death to the target (including through shields), the next stack will consume them all to deal the damage.
- Innate - Searing Brilliance: Mel's ability casts each generate 3 stacks of Searing Brilliance for 5 seconds, refreshing on subsequent casts and stacking up to 9 times. Her next basic attack consumes all stacks of Searing Brilliance to additionally fire an equal number of blazing projectiles at the target. Each projectile deals 5 to 20 (based on level) (+ 1% AP) magic damage.
Radiant Volley - Q
- Active: Mel launches a barrage of 6/7/8/9/10 luminous bolts at the target location over 0.7 seconds which distribute evenly in the area. Each bolt explodes upon landing to deal 13/16/19/22/25 (+ 8.5% AP) magic damage to nearby enemies, reduced to 75% against minions.
- The bolts momentarily grant sight during their travel, while the explosions grant sight over their target area. Both can see through brush and terrain.
- Cost: 70/80/90/100/110 mana.
- Cooldown: 10/9/8/7/6 seconds.
- Cast Time: 0.25 seconds, Speed: 5000, Effect Radius: 220 / 100, Spread: 60.
Rebuttal - W
- Active: Mel forms a protective barrier around herself for 1 second, becoming invulnerable to non-turret damage and gaining 30% decaying bonus movement speed. All hostile non-turret projectiles that collide with the barrier will be destroyed instantly before Mel fires the same projectiles as her own, either toward or in the direction of the original sources, or toward herself.
- Replicated projectiles have the same features that the original ones do, but they retain 40/47.5/55/62.5/70% (+ 5% per 100 AP) of the damage that the original ones would deal, and all of their damage is converted to magic.
- Cost: 60/45/30/15/0 mana.
- Cooldown: 35/32/29/26/23 seconds.
- Cast Time: None, Effect Radius: 175.
Solar Snare - E
- Active: Mel fires an orb in the target direction that grants sight of its surroundings for 0.25 seconds as it travels. Enemies hit by the orb are dealt 60/100/140/180/220 (+ 50% AP) magic damage and root for a 1.75/1.875/2/2.125/2.25 seconds.
- The orb emanates a field of solar radiation that additionally expands after a 0.5-second delay. Enemies within the field are dealt 2/4/6/8/10 (+ 1% AP) magic damage and slow by 30% every 0.125 seconds, lingering for 0.75 seconds after exiting.
- Both the orb and the field of Solar Snare deal 50% damage against minions.
- Cost: 50/55/60/65/70 mana.
- Cooldown: 12/11.5/11/10.5/10 seconds.
- Cast Time: 0.25 seconds, Range: 1050, Speed: 1000, Effect Radius: 80 / 80 / 260, Sight Radius: 400.
Golden Eclipse - R
- Passive: Searing Brilliance stacks store 15/30/45 (+ 1/2/3) more damage.
- Active: Mel unleashes a radiant blast on all enemies affected by Searing Brilliance, dealing magic damage equal to 125/175/225 (+ 40% AP) (+ 4/7/10 (+ 2.5% AP) per Overwhelm stack on the target) to each target. Enemies are also standard sight for 1 second from the start of the cast time.
- An enemy champion affected by Searing Brilliance is required to cast this ability. The target does not have to be sight to be hit by this ability.
- Cost: 100 mana.
- Cooldown: 120/100/80 seconds.
- Cast Time: 0.75 seconds, Target Range: Global.
