Crimson Curse - Innate
- •Innate: Briar's basic attacks and abilities inflict a bleed against enemies for 5 seconds, refreshing on subsequent applications, stacking up to 9 times and dealing 25% damage for stacks beyond the first. The bleed deals 10 to 50 (based on level) (+ 50% bonus AD) total physical damage over the duration, up to a maximum of 30 to 150 (based on level) (+ 150% bonus AD). Briar heal herself equal to 25% of the pre-mitigation damage dealt. If a target dies while bleeding, she will heal herself equal to 100% of the remaining bleed damage.
- •Briar has no base health regeneration, but she increases healing from all sources by 0 to 50% (based on missing health).
Head Rush - Q
- •Active: Briar dash to the target unit. If the target is an enemy, she deals 60/100/140/180/220 (+ 80% bonus AD) physical damage, stun them for 0.85 seconds, and inflicts them with 10/14/18/22/26% armor reduction for 5 seconds.
- •Cost: 6% current health.
- •Cooldown: 13/12/11/10/9 seconds.
- •Cast Time: None, Target Range: 450.
Blood Frenzy - W
- •Active: Briar dash to the target location. If there is a nearby enemy upon her arrival, she gains Blood Frenzy for 5 seconds, during which she can cast Snack Attack.
- •Blood Frenzy: Briar breaks free from her pillory, turning berserk against the nearest enemy. She standard sight the target and gains ghosting, 60/75/90/105/120% bonus attack speed and 24/33/42/51/60% bonus movement speed, as well as empowering her basic attacks to deal 60/70/80/90/100% AD physical damage to enemies surrounding her target. This damage is affected by critical strike modifiers.
- •Briar prioritizes attacking champions, then large monsters, and then minions.
- •Blood Frenzy ends early if there are no longer any nearby valid targets or Chilling Scream is cast. If Head Rush is cast on a non-champion, Briar will stop prioritizing champions during the frenzy. Blood Frenzy basic attack reset Briar's basic attack timer. Head Rush and Certain Death can be cast during the dash.
- •Cost: 6% current health.
- •Cooldown: 14/13/12/11/10 seconds.
- •Cast Time: None, Target Range: 75 - 300 / 650, Effect Radius: 1000 / 275, Speed: 1200.
- •Snack Attack - W
- •Active: Briar empowers her next basic attack within 5 seconds during Blood Frenzy to take a bite out of the target enemy, having an uncancellable windup, gaining 50 bonus range, dealing 5/20/35/50/65 (+ 105% AD) (+ 10% (+ 4% per 100 bonus AD) of the target's missing health) bonus physical damage and heal for 35/42.5/50/57.5/65% of the post-mitigation damage dealt.
- •Snack Attack deals 120% damage against minions and monsters, with the damage based on the target's health ratio being capped at 500.
- •Snack Attack basic attack reset Briar's basic attack timer.
- •Cast Time: None.
Chilling Scream - E
- •Active: Briar channel for up to 1 second, during which she increases Chilling Scream's damage and range, and gains 35% damage reduction and heal herself for 2.5/2.875/3.25/3.625/4% maximum health every 0.25 seconds.
- •Chilling Scream can be recast within the duration, and does so automatically afterwards. Chilling Scream's charge cannot be interrupt by crowd control.
- •Recast: Briar unleashes a scream in the target direction that deals 80/115/150/185/220 (+ 100% bonus AD) (+ 100% AP) magic damage to enemies hit and slow them by 80% for 0.5 seconds.
- •If Chilling Scream was charged for its full duration, enemies hit are also airborne 575 units. If they collide with terrain, they will rebound to take 140/215/290/365/440 (+ 240% bonus AD) (+ 240% AP) bonus magic damage and become airborne for 0.5 seconds and stun for 1.5 seconds.
- •Cost: 6% current health.
- •Cooldown: 18 seconds.
- •Cast Time: None / 0.291 (at base attack speed), Range: -100 / 400 to 600 (based on charge time), Width: 380, Speed: 1900 / 1800.
Certain Death - R
- •Active: Briar kicks a hemolith in the target direction that briefly grants sight of its surroundings as it travels and marks the first enemy champion hit as her prey, disrupt their ongoing channel and true sight them.
- •If a target is hit, Briar cleanse herself from all crowd control and destroys her pillory over a cast time, afterwards dash to them with displacement immunity. Upon arrival, she creates an explosion around the marked target that deals 150/325/500 (+ 110% bonus AD) (+ 110% AP) physical damage to them and nearby enemies and flee all non-marked targets for 1.5 seconds. She then enters a state of Hematomania.
- •Hematomania: Briar gains all effects of Blood Frenzy against the marked target as well as bonus armor and bonus magic resistance equal to 20% AD, 10/15/20% life steal, and 10/20/30% additional bonus movement speed.
- •Hematomania lasts until the marked target dies. If the target becomes invalid, Briar will turn berserk against the nearest other enemy until her target becomes valid again.
- •Casting Chilling Scream ends Hematomania early.
- •Cost: 6% current health.
- •Cooldown: 120/100/80 seconds.
- •Cast Time: 1 / 1.25, Range: 10000, Effect Radius: Global / 1500 / 575, Width: 320, Speed: 2000 / 2500 - 5000.
Passive maximum Chime stacks increased, stack duration increased. W now stacks charges, cooldown increased, shrine charge time to full heal decreased.
Traveler's Call
- •Movement speed duration increased to 20 seconds from 7.
- •Maximum number of stacks increased to 10 from 5.
Caretaker's Shrine
- •New Effect: Now stores 2 charges of the ability with an 18 second recharge timer.
- •Bonus movement speed reduced to 20/22.5/25/27.5/30% from 30% at all ranks.
- •New Effect: Bonus movement speed now scales with 5% per 100 AP.
- •Shrine charge timer reduced to 5 seconds from 10.
- •Cooldown reduced to 0 seconds from 14.
Health growth increased. Passive damage to monsters increased.
Stats
- •Health growth increased to 115 to 106.
A Thousand Cuts
- •Maximum monster base damage increased to 10 from 6.
- •Maximum monster AP ratio increased to 15% AP from 10% AP.
R cooldown decreased.
Vanguard's Edge
- •Cooldown reduced to 125/105/85 seconds from 140/120/100.
R AP ratio increased.
Riftwalk
- •AP ratio increased to 60% AP from 40% AP.
- •This was changed in V13.15, but is only documented in this patch.
E energy cost decreased. R cooldown now decreases with rank.
Lightning Rush
- •Energy cost reduced to 80 at all ranks from 100/95/90/85/80.
Slicing Maelstrom
- •Cooldown reduced to 120/100/80 seconds from 120 at all ranks.
Passive critical strike ratio reduction removed. W now applies passive to all enemies caught in the AoE.
Basic Attack
- •Critical strike damage increased to 100% from 91.5%.
Last Embrace
- •New Effect: Area of effect spread now applies a stack of Absolution to champions hit.
W shield strength per soul increased.
Dark Passage
- •Shield strength per soul increased to 2 from 1.5.
Passive damage decreased.

- •Updated ability icons.
Martial Cadence
- •Health ratio reduced to 6% of target's current health from 8%.
Cataclysm
- •Bug Fix: Summoned terrain now counts as a knockback and applies airborne to enemies knocked by being within the perimeter interval.
- •In particular, this means displacement immune dashes now properly resist the push, and are thereby no longer overridden by it.
- •This makes it consistent with similar spells such as Crystallize and Dark Procession.
- •The knockback is sourced from the wall segment that applied it, not Jarvan IV, meaning it does not trigger effects such as Aftershock or Glacial Augment for him.
Passive Darkin healing adjusted. Darkin R damage decreased.
The Darkin Scythe
- •Darkin healing changed to 25% of damage dealt at all levels from 20 to 30% (based on level).
Umbral Trespass
- •Darkin damage bonus AD ratio reduced to 10% per bonus AD from 13%.
- •Darkin heal bonus AD ratio reduced to 6.5% per 100 bonus AD from 8.45%.
Icathian Surprise
- •Bug Fix: Character swap to the exploded Kog'Maw model is no longer partially overriding his champion statistics.
- •No longer shows as having the maximum amount of attack speed while a corpse.

Full Tilt
- •Bonus movement speed reduced to 12/14/16/18/20% from 15/17.5/20/22.5/25%.

- •Bug Fix: Now properly converts percent bonus resistances into bonus attack damage.

Inherent Glamour

Items
Stormrazor initially launched overpowered in 13.10, then was tuned down, and then reshaped away from being a scaling burst item. As the dust has settled and players have moved toward the correct builds for their champions, it's become clear that Stormrazor is a bit weak right now. The overall impact of its unique effects is about right, so we're tuning up its stats to be comparable to its competitors.

Items in League of Legends will always have a best user. It’s inevitable. What's important is for items to be balanced for a large pool of champions and that outliers are handled as needed. In Spear of Shojin's case, we're overall quite happy with its new shape as a mid-sized fighter item that asks for a longer fight commitment to make use if its ability haste, but it's a little too powerful. This patch we're further lowering the attack damage to reinforce its space as a durable item that's functional as an early purchase.

Crown of the Shattered Queen has very few users, with only Azir landing above a 15% pick rate. The changes here are aimed at opening up its roster of users by making it a defensive item against all kinds of dives, not just ones from assassins. Additionally, the item is relatively Pro-skewed, with its strength being focused on preventing short-term burst as Pro teams are very coordinated and can deal their damage in a very short window. Finally, we’re removing some ability power from the item that helped wave clear when passively hitting minion waves but increasing its value in a team fight, which should make it a more reliable item.

- •Safeguard linger duration increased to 2.5 seconds from 1.5.
- •Removed Unique Passive - Poise: While Safeguarded, gain 10/13/16/19/22/25/28/31/34/37/40 (at level 1/9/10/11/12/13/14/15/16/17/18) ability power, lingering for 3 seconds after Safeguard is deactivated.
- •Caesura ability power increased to 105 from 90.
Statikk Shiv has been on quite the balance roller coaster this year. Initially it was given a generous AP ratio to incentivize hybrid builds and was given extremely strong wave clear to help it stand out in its niche. Ultimately, both of these aspects were simply too game-warping. This patch, Statikk Shiv’s wave clear is being tuned to be more moderate but it’s receiving compensation as its overall power level is pretty reasonable.
