Echoes of Helia has been changed in 11 League of Legends patches. 2 buffs, 3 nerfs, 4 adjustments. Most recently buffed in Patch 26.1.
General
- Unique Passive - Soul Siphon:
- New Effect: Gain 35% of pre-mitigation damage dealt to champions as Soul Charges, up to 80 to 250 (based on level) charges. Healing or shielding an ally consumes all Soul Charges to restore 100% of that value as health.
- Old Effect: Damaging an enemy champion with a basic attack or ability damage grants a Soul Shard, up to 2. Heal or shield an allied champion (excluding yourself) consumes all Soul Shards to heal them for 65 per shard and deal 50 magic damage per shard to the nearest enemy champion within 1100 units of the ally.

- Combine cost increased to 500 gold from 400 gold.

- Ability power reduced to 35 from 40.
- Soul Siphon healing per shard reduced to 65 from 75.
- Maximum healing reduced to 130 from 150.

Echoes of Helia hasn't found its footing in the post-Mythic world so we're making the item more user-friendly and more powerful. Since it can be tough for a support to land multiple hits on an enemy, we're lowering the required hits between shields and heals for full effect and juicing up the per-cast impact. For those who were reliably getting three hits in between shields, this won't be a huge buff, but for anyone who had a hard time always casting at full stacks, these changes will be a significant improvement.

- Bug Fix: Soul Siphon's damage is now mitigated by spell shields before the missile consumes them.

- New Effect: Soul Shards can now be consumed to trigger the heal on allies even if there are no nearby enemies.
- Bug Fix: Soul Siphon is now properly triggered upon granting a shield to an ally even if they are at full health.

Echoes of Helia is too strong at healing, no way around it. We envision Echoes as an offensive enchanter item that excels in skirmishes, but right now it's just performing too well, especially when it comes to healing (which starts to get into Moonstone’s niche). Going forward we’ll be keeping an eye on this item’s healing outputs, but will mainly be focusing on crafting it into a support damage item option.

Raise those grails because we’re bringing back the spiritual successor for a much beloved item of olden times! Introducing… Echoes of Helia! Echoes of Helia is intended to be an item that’s mainly for Enchanters and focuses on helping out more offensive/skirmish play patterns, so if you like poking down your opponents in lane this is the item for you! As a consequence, Imperial Mandate was moved down to Legendary to open up its audience to champs who might like the item but didn't want to trade off their mythic slot for it.
