UNIQUE Passive - Puffcap Toxin: Dealing damage to enemy champions inflicts them with Grievous Wounds for 3 seconds. If the target is afflicted with Grievous Wounds and heals for a total amount that is over 80% of their maximum health, the strength of the healing reduction is increased to 60%.

Reducing the overall cost of Chemtech Putrifier so that it’s more affordable as an item within the overall support itemization pool. We’re happy with the item not being a “must purchase”, but in its current state it’s just a tad weak.
