Garen's doing quite poorly at the moment, so we're here to buff him up to snuff. We want him to feel advantaged in early laning, so we're buffing his early regeneration to enable more aggressive trading and allowing him more frequent access to his rank 1 ultimate to let him convert those fights into kills.
