Recipe:
Whispering CircletUNIQUE Passive - Harmony: Grants heal and shield power equal to 0.5% bonus mana.
UNIQUE Passive - Consonance: Heal the nearest and most wounded allied champion within 900 units for 0.8% of your maximum mana if you or any allied champion you have healed or shield in the last 3 seconds is in combat with enemy champions (1 second cooldown for triggering the heal).

General
- Automatically transforms from Whispering Circlet.
- Stats: 200 health, 1000 mana, 8% heal and shield power, 100% base mana regeneration.
- Unique Passive - Harmony: Grants heal and shield power equal to 0.5% bonus mana.
- Unique Passive - Consonance: While you or any ally you've healed or shielded in the last 3 seconds is in combat with champions, each second, heal the lowest health nearby ally champion for 0.8% maximum mana.
- Limited to 1 Diadem of Songs.

This is a two-item pair for enchanters: a new evolving Tear item. Some enchanters really like mana and some even step into the mage system to get it, so we're going to offer a new item that allows them to get flat mana from the enchanter system but also scales well with additional mana purchases if anyone does want to get into a heal-based mana-stacking build.
