Ashe is the utility AD carry: permanent Frost Shot slows, Hawkshot vision, and the longest-range engage in the game with Enchanted Crystal Arrow. She has no escape, so positioning is the whole champion.

As a supportive ADC, Ashe is performing below average. She’s not massively underpowered, but weak enough to deserve a buff. To do that, we’re reverting a 2010 Volley nerf, letting her succeed more while playing at long ranges, poking and suppressing her opponents from afar.
