We believe flat penetration is too valuable in the early game to be available on a mid-tier item, so we are removing it. In its place, Hextech Alternator can serve as the burst-oriented mid-tier option.

Since we’re changing Oblivion Orb to be more focused as a Grievous Wounds item, we’re introducing a new tier 2 magic penetration item to take its place. Behold, the Prophet's Pendant: they say those who wear it foresee the end of all things.
Recipe:
- Amplifying Tome + 750 gold = 1250 gold.
Stats:
- 125 health, 25 ability power.
Unique Passive - Doomsayer:
- +15 magic penetration.
Builds Into:
- Infinity Orb and Morellonomicon.
